Surveyors attend the delivery to witness sampling, meter readings, and tank soundings, while testing laboratories report each sample's properties against specification, flagging any quantity shortfall or quality deviation. Because a dispute over bunker quantity or quality can be costly and hard to prove after the fact, buyers commission independent surveying on deliveries of meaningful value rather than relying on the supplier's own figures.
